One of the goals of the New Mexico Veterans' Memorial Park is to educate. The Visitor Center provides museum space which displays a permanent US Navy submarine periscope and exhibits that change throughout the year. The periscope is hydraulically operated to raise and lower for handicap accessibility. Additional spaces include an office, library, restrooms, a large meeting room and commercial kitchen.
The building was designed to be reminiscent of WWII barrack construction including porches, chimney, double hung windows, pitched roofs with gable ends and open interiors revealing the structure and the ventilating system. The carillon bell tower is the Chelsea Tower, also installed in numerous veterans' parks throughout the world.
The roses surrounding the Visitor's Center are the Veterans' Honor Rose. Ten percent of the purchase of this rose species is contributed to the Veterans Administration.
