This memorial's concept honors the five branches of service currently part of the Department of Defense with a central beacon surrounded by full dress uniforms hanging from lockers.

The bronze uniforms represent both the ultimate sacrifice of their owner and the future soldier who will come next. Above them, the stainless steel lockers are inscribed with quotes from the Presidential Address given after September 11, 2001.

Centered within the lockers, the central beacon is surrounded by a ring of etched granite showing the images of 9/11/01, Afghanistan and Iraq so that future generations will never forget. It is a stainless steel cylinder inscribed with words of hope, strength and remembrance. A light is intended to shine twenty-four hours a day, seven days a week from its center. The base is a granite pentagon, holding the emblems of the branches of the armed services.
